Yes, some of those flags are vestigial and/or as we're going between different versions.

Rebuilding without customizations doesn't seem to have any effect, i.e., the same thing happens.

wx 3.1.5 pulled today, although it's been doing this for a while in development. macOS 11.1 (Big Sur), although it also does this with wx 3.1.5 on older macOS such as 10.14 (Mojave). In particular this is on 10.12.6 using a pull from master.

Note that this is with System Preferences > Keyboard > Shortcuts > All controls checked, which you need in order to set keyboard focus to any control (as opposed to just text boxes and lists).
